How we build this directory
Compare Managing Agents is an independent directory. We don't sell listings, take referral fees, or accept payment to influence rankings. Every firm appears because it holds a current PMC licence from the PMSA — verified directly from public register data.
What is the PMSA and Cap. 626?
The Property Management Services Authority (PMSA) is the statutory body established under the Property Management Services Ordinance (Cap. 626) of the Laws of Hong Kong. Cap. 626 came into full force on 1 August 2020, introducing mandatory licensing for property management companies and individual practitioners for the first time.
Before Cap. 626, the property management industry in Hong Kong was largely self-regulated. The Ordinance created two licence types:
- PMC licence — issued to a company (legal entity) providing regulated property management services
- PMP licence — issued to an individual practitioner (Property Management Practitioner) working within a PMC
Regulated services under Cap. 626 include managing common areas, coordinating maintenance and repairs, financial management (including sinking funds and maintenance funds), administrative services for Owners' Corporations (OCs), and day-to-day building operations. It is a criminal offence to provide these services without a current PMC licence.

What the PMP band means
The PMSA classifies individual practitioners (PMPs) into bands based on their qualifications, experience, and the type of properties they are qualified to manage. A PMC's PMP band on the PMSA register reflects the highest band held by practitioners employed by or engaged to the company.
In general terms, higher PMP bands indicate more experienced or highly qualified practitioners, and a capacity to manage larger or more complex properties. However, the PMSA does not publish detailed band criteria in plain language on its public register, so the band should be one signal among several when evaluating a PMC — not the sole criterion.
What the flats band means
The PMSA register records the approximate number of residential units under management by each PMC, expressed as a band. This is a self-declared figure on the PMC's licence application — it is not independently audited by the PMSA, and the register does not break down the portfolio by individual building.
Common band ranges include categories such as 1–499, 500–1,999, 2,000–4,999, and 5,000+. This gives a rough indication of relative firm scale — whether a PMC is a small boutique operator or a large-scale manager — but should not be treated as a precise or guaranteed figure.
When tendering, always ask the firm to provide its current portfolio: the number of buildings managed, total units, building types (residential, commercial, mixed), and the specific Owners' Corporations it has managed for more than three years.
Professional PMC vs standard PMC
This directory distinguishes between Professional PMCs (tier 1) and standard licensed PMCs (tier 2). Professional PMCs are those that meet multiple positive signals: a higher PMP band, a larger flats managed band, and evidence of an active Google presence with reviews. They are surfaced higher in the default directory ranking.
This is an editorial classification made by Compare Managing Agents — it is not an official PMSA designation. All firms in the directory are equally licensed under Cap. 626. The Professional label indicates firms that appear more established and verifiable based on register data, not that they provide a superior service.
Some companies on the register appear to hold a licence but show minimal activity signals — low or zero PMP band, no Google presence, very small or unspecified flats band. These are classified as shell or inactive (tier 3) and are hidden by default in the directory. They can be revealed via the filter toggle.
Limitations of this directory
- No per-building portfolio data — The PMSA does not publish which buildings each PMC manages. The flats band is aggregate and self-declared. To find out which buildings a firm manages, you must ask the firm directly.
- Registered vs operational address — The address shown is the firm's registered office from its PMSA licence application, which may be a legal or accountancy address rather than where the firm's operations team is based.
- Google matching — Not all PMCs have a Google Business Profile. Where matching is ambiguous, we show no rating rather than risk attributing another firm's reviews to this profile.
- Flats band is self-declared — The PMSA does not independently audit the flats managed figure. Treat it as a self-reported estimate.
- Chinese name display — Chinese company names are transcribed from the PMSA register and may not reflect the firm's preferred trading name.
- This is not a recommendation — Appearing in this directory means a firm is licensed under Cap. 626. It does not mean we endorse the firm's service quality, responsiveness, or suitability for any specific building.
How to use this data for due diligence
For OC committees tendering for a new managing agent, we recommend using this directory as a starting point for your longlist — not as a substitute for proper due diligence. After identifying candidates:
- Verify the PMC licence is current and in good standing at the official PMSA register
- Check for any disciplinary decisions (shown on each profile and on the PMSA register)
- Request the firm's current portfolio — buildings managed, total units, years of tenure with each OC
- Ask which PMP-band practitioner will be assigned to your building and request their individual PMP licence number
- Obtain at least two client references from comparable buildings (size, type, district)
- Compare management fee proposals on a like-for-like scope — ensure the tender document specifies the same service scope for all firms

How firms are ranked
The default sort combines PMP band (a register-derived indicator of practitioner qualification), flats managed band (portfolio scale), Google rating quality and review volume, and whether the firm has a verified Google Business Profile. Firms with disciplinary records are not penalised in ranking — the disciplinary status is shown transparently on each profile instead.
We do not accept payment to alter rankings. If we add a sponsored-placement feature in future, it will be clearly labelled and sponsored firms will not displace organic results.
