Singapore's strata property market is governed by the Building Maintenance and Strata Management Act (BMSMA), which defines the duties of every Management Corporation Strata Title (MCST) and the managing agents they appoint. With over 4,800 active MCSTs island-wide — from compact boutique developments to large mixed-use towers — the quality and fit of your managing agent has a direct impact on maintenance standards, sinking fund health, and residents' experience.
How to evaluate a managing agent
The BCA register tells you who manages what, but it tells you nothing about how well. When shortlisting firms for a tender, look beyond the management fee to: portfolio concentration (a firm managing 100+ MCSTs will have different responsiveness than one managing 10); zone experience (firms with many developments in your district tend to have established contractor relationships); Google ratings (resident reviews reveal day-to-day service quality that no proposal document will admit); and accreditations such as SISV or APFM membership, which indicate professional standards.
The tendering and appointment process
Under the BMSMA, a managing agent is appointed by ordinary resolution at a general meeting. The process typically runs: compile a shortlist using this directory → issue a request for proposal to 3–5 firms → evaluate written proposals against a scoring matrix covering fee, scope, experience and references → present the preferred firm at an AGM or EGM for member approval. Notice requirements, handover obligations and the outgoing agent's duties are governed by the existing management contract and BMSMA Section 67.
